When a foreign registrar scans a translated Driver's License, they are matching specific cells of information against an internal template — the prose only has to faithfully expose those cells in the right order, with the right labels. A non-specialist may translate "นายอำเภอ" as "District Officer" when the receiving authority specifically expects "Registrar" or "Chief District Officer", and that mismatch alone is enough to trigger a re-filing.
